Tough New York City undercover cop Lou Torry ruined his career with his violent handling of a ghetto criminal and is sent to work for the L.A.P.D as punishment. In Los Angeles, Torry begins to investigate the mysterious case of some Vietnam veterans. Torry finds out that Mafia chief, Don Alberto Vescari, plans to use the mentally disturbed vets as assassins to kill off all of his underworld enemies in one big massacre as retaliation for one that took place 40 years before, killing off an entire generation of Sicilian mobsters.
