A group of tourists that includes a United States Congressman is kidnapped by a band of murderous terrorists. Led by the psychotic drug tycoon, Alby the Cruel (Blackie Dammett), the kidnappers demand the release of a dangerous criminal as well as deportation of all drug enforcement officers in the Philippines. If their demands are not met, the innocent will die -- with the Congressman the first to go. The U.S. deploys their DART team, a top-level task force specifically trained in terrorist activities. Experts in captor-hostage scenarios, they are led by the indomitable Spike Shinobi (Sho Kosugi). Together with his right-hand man, Steve Gordon (Brent Huff), and a luscious female agent, Jennifer Barnes (Regina Richardson), Spike and his crew devise a master plan to free the hostages.
