Scanners III is a film that could easily escape your notice, as it doesn't really add anything significant to the series. It's a film that could have countless others made on the same topic. You simply take a character of a scanner, maybe several, and then layer on a banal plot. The film tries to say something, but it says the same thing as Cronenberg's film, which presented it in a much darker way.
